Terri O’Connell
In-house Legal Counsel (UHA Health Insurance)


Terri O'Connell is in-house legal counsel for UHA Health Insurance. Before working at UHA, she was Counsel at Goodsill Anderson Quinn & Stifel, an Associate General Counsel at UnitedHealthcare, and a property and casualty insurance defense litigation Associate for a boutique law firm. Before joining Goodsill, she was Associate General Counsel for UnitedHealthcare with primary legal responsibility for its Northeast Region commercial group activities (Maine to Virginia), including compliance with health care reform. Prior to becoming an attorney, she worked for other health insurers such as Aetna, Health Net, and HMSA.

Beth Giesting
(Health Care Consultant)


Beth Giesting is a consultant specializing in health care policy and system design. She served Governors Abercrombie and Ige as Healthcare Transformation Coordinator focusing on improving health care delivery and payment strategies in Hawaii, particularly in the delivery of behavioral and oral health care. She also oversaw the development and submission of Hawaii’s waiver to the SHOP provisions of the ACA (Affordable Care Act), which was granted in 2016. Ms. Giesting previously served as CEO of the Hawaii Primary Care Association, and as Executive Director of the Kalihi-Palama Health Center.
